Hi Dustin!
It appears that the automatic selection of skinning joints doesn’t work correctly with arms. I had a feeling that some joints were on top of each other while the elbow and a bendy joint on the right side of the model weren’t included in the selection at all. 
 
Sure, I redistributed the weights and included the bones that were supposed to be in the skin. It would be very nice however to take a closer look and to fix the option that selects the skinning joints only. Possibly, it also has something to do with the skinning options like choosing to skin the selected joints or the hierarchy.

    Which joints in particular are getting selected improperly? I looked at both toon and non-toon limbs with both standard and single hierarchy joints, and all the selected joints seem correct, but it is possible I am missing something.
     
    Just to rule out one possibility... in your bind skin options, you are choosing "Selected Joints"? If you choose "Joint Hierarchy" you will likely get some undesirable joints in your skin cluster.

    Actually, I tried both options: bind selected joints and bind the hierarchy. Maybe that was just a glitch. If I’ll encounter the same problem again, I’ll send you a new model.
