Bugs 001 (v2.1.8) -Attaching module is scaling the children.

Using 'Attached selected module to new module' is scaling the selected (children) bigger.
I used quadruped template (for the legs, the main proxy had been scaled to 4.0) and tried to replace a spine (with different axis similar to biped template) re-attaching the original neck and new arms to the spine top.
The orig neck and new arms and everything above were scaled larger pushing them out of thier original positions.

I am not clear on what your steps were.

You "tried to replace a spine"... what spine were you replacing? The arachnid template has no spine
Then you are "re-attaching the original neck and new arms to the spine top"... what original neck? There is no original neck on the arachnid template. Where did this neck come from?

Thanks for the greater detail. This has been fixed in version 2.2.1.
