In Maya 2010 on Linux (Haven't tested it elsewhere) there seem to be a bug where the setKeyframe command can't set rotation values on object asociated with animation layers.

I have yet to find a way around it but until then PAIE wont be able to apply any rotation values to objects on animLayers. The data is still in the file so nothing is lost when you export.
