In maya you can view only four panels in the main window. If you need more panels you have to make it as a floating window. Most users use the outliner window all the time. What if you you wanted to open the outlier window and the four panels all at once? Isn't it easier to keep the outliner as a side panel?
How to use it
copy the mel file to \Documents\maya\2011\scripts
start Maya 2011
type docker in the maya command line
