Would it at all be possible to maybe add dynamic properties to the cluster? It may already be available with alternative methods but if adding dynamics to the cluster to simulate inertia would be amazing.

Thanks for your reply,it's cool idea,but I'm afraid i don't have time to implement this feature,since I'm working on a challenging research now,so the development of SoftClusterEX has to be paused for a long while.
To your demand,I suggest you turn to Dodo master (https://www.creativecrash.com/maya/script/dodo-master-feather-system-for-maya-update-v0-2),this tool has an elegant method to drive a bunch of feathers,I think it also can be applied on cluster or joints,it worth a try.
