Character scale affects the dynamic influence

I made some dynamic breast for a studio character to add some secondsry motion at a global scale of 1 the dynamics behave fine, but scaled up the dynamics are very diminished is there a setting to increased the power of the force on the clusters ? in short keep the dynamic properties the same strength regardless of the characters scele.
any info would be great.
