This script will create a shelf and populate it with shelf buttons from a file. If the shelf already exists it is deleted and a new shelf is made instead.This means that a whole facility can have a standard set of tools that is controlled from a central place. New tools can automatically appear on everyones shelf by changing the central file. And since the shelf is created again with every restart of Maya
it means that noone can accidentally mess with it.
